Lechner Vol II lists it as "Grape Salt & Pepper Set". Page 78 shows i(a set) on a tray to match. They attribute it to Eagle Glass but many of their attributions have been found to be inaccurate. Peterson page 132 calls the salt "Grape, Little" and says "part of condiment set, pepper is taller".
