NOTE:Paul Kirk Jr 2023 - This plate has beads all around the edge. There are slight differences in the mouldwork/pattern as well, such as the number of petals on the flower at the upper right (14 on the No. 8 Fan Plate as opposed to 13 on the unknown plate). The unknown plate is also a bit larger. I have three of the unknown plates, and all have "PS" and "1894" on them. I do not know what PS stands for.
